One of the requirements to apply for Canada PR (Permanent Residency) is that the principal applicant must meet the minimum language requirement and prove that he / she can communicate in one of the principal Canadian Language - English / French.  You need to clear the language test from an agency dedicated by CIC. 

CELPIP stands for  Canadian English Language Proficiency Index Program . Like IELTS, CELPIP is an English language proficiency exam specific to Candian scenario. The certifcation can be used either to apply for Higher education, job opportunities or to prove English Language proficiency while applying for Canadian PR (permanent Residency) or Immigration to Canada.
